Our client is seeking to employ an experienced HSE & Security Officer to ensure effective Occupational Health, Safety & Environmental coordination, security management, and facilities oversight. This position is based in Spartan, Johannesburg, Gauteng.
Requirements:
- Matric completion
- Safety Management Systems Training (SAMTRAC/NEBOSH/Diploma in Safety Management)
- 5 years’ experience as a Safety Officer (Manufacturing/Construction/Warehousing)
- 5 years’ experience in security supervision
- 3 years’ experience in facilities management including maintenance scheduling
- Own reliable transport and cell phone
- Able to respond to safety/security breaches afterhours as well as confirm security shift changes are done correctly
Key Duties & Responsibilities:
Security Matters
- Coordinate and monitor the security service provider contract.
- Ensure monthly minuted meetings are held with the security service provider.
- Ensure compliance with the Site Procedure Manual and FAW Policies & Procedures.
- Ensure all security personnel are alert, properly briefed and performing duties as required.
- Ensure proper access control is conducted on a daily basis.
- Ensure accurate record keeping of all persons and property entering or leaving the premises.
- Ensure daily searching procedures are conducted in accordance with company policy.
- Review the Site Procedure Manual annually or as required based on operational needs.
- Ensure regular inspections of CCTV systems, gates, locks, fences, perimeter protection and all other security infrastructure.
- Ensure key control registers are maintained and audited.
- Compile a monthly security report detailing incidents, risks, deviations and associated costs.
- Report any and all security deviations or material risks to the National HSE & Risk Manager / National Security Manager.
Safety, Health & Environment Matters
- Inspect workplaces to investigate accidents, causes of ill-health and complaints.
- Inspect workplaces to enforce safety rules and compliance standards.
- Initiate and implement improvements to safety, health, environmental and occupational hygiene standards.
- Develop safety, health and environmental management schedules and strategies.
- Remain up to date with legislative and technical developments.
- Ensure proper administrative compliance in conjunction with the Occupational Health & Safety Act and FAW Policies & Procedures.
- Develop, implement and maintain effective compliance programs to satisfy OHS, COIDA and Environmental legislation requirements.
- Develop systems to ensure all employees comply with legal safety requirements.
- Identify safety training needs, coordinate training and prepare training material where required.
- Coordinate monthly safety meetings:
- Ensure meeting times are set;
- Ensure agendas are distributed;
- Ensure minutes are recorded and distributed;
- Ensure supporting documentation is received in the correct format and on time.
- Assist in the appointment of Safety Representatives for all departments.
- Coordinate and ensure all statutory appointments required in terms of OHSA are completed and current.
- Communicate legislative changes to relevant management.
- Evaluate incident reports, surveys and audits to determine root causes and formulate corrective action plans with management.
- Liaise with on-site contractors to ensure compliance with safety regulations and induction requirements.
- Conduct surveys and audits to identify and minimize risk to the company and employees.
- Identify unsafe acts and conditions, implement corrective and preventative measures and report findings to management.
- Coordinate at least two evacuation exercises per year.
- Assist in the formulation and maintenance of emergency and contingency plans.
- Review and update emergency procedures as required.
- Ensure full compliance with Safety Appointment responsibilities where applicable (Section 16(2) or delegated authority).
- Ensure continuous reporting and effective communication with management regarding HSE matters.
Facilities Management Matters
- Ensure the overall integrity, safety and operational functionality of all buildings, infrastructure and yard areas.
- Ensure facilities key control systems are implemented and audited.
- Ensure routine opening, start-up, shutdown and securing of the site are properly managed.
- Develop and implement a Planned Preventative Maintenance (PPM) schedule for all facilities, plant and equipment.
- Ensure maintenance and servicing of mechanical, pneumatic and electrical systems is scheduled and conducted in accordance with manufacturer specifications and legal requirements.
- Maintain and control equipment and asset registers.
- Ensure statutory inspections and certification of plant and equipment are conducted and documented.
- Oversee ventilation, refrigeration, compressed air and other operational systems to ensure functionality and safety.
- Coordinate facilities repairs, upgrades and service provider activities.
- Monitor contractor performance relating to facilities work.
- Assist in facilities budgeting and cost control.
- Ensure that potential hazards arising from infrastructure or equipment are identified and corrected timeously.
- Maintain documentation of all service records, inspection certificates and maintenance schedules.
- Escalate critical facilities risks or breakdowns to management immediately.
